Thanks for your interest in my Texas Department of Public Safety approved License to Carry course. My name is Tom Fenton. My day job is president of El Paso Inc., the business journal, and I am a partner in PDX Printing. I am a former editor, publisher, and president of El Paso Times and for 15 years before that I was a foreign correspondent for The Associated Press. Some of the major stories I reported on include the Nicaraguan revolution, the war between Argentina and Britain over the Falklands, the Jonestown massacre, and the turnover of the Panama Canal.
The LTC course I am offering is the first step in obtaining the license you need to have a handgun in your possession in any public area in Texas (and that includes a street or sidewalk).

Here’s the way the License to Carry program works:

  1. You need four to six hours of classroom or online instruction plus the range shooting proficiency test. If you take the LTC course in person my fee is $85. Everything can be done in a day in person. If you take the classroom portion online, the online fee is $50. But you still have to come to me for the shooting proficiency test. I charge $50 if the test is just for one person. With either the online or in-person version you receive a certificate for the classroom portion and another for the range portion.
  2. Once you have successfully completed the course you need to register with the DPS and complete the state license application, paying whatever fees are required (not more than $40). And you will need to submit to the DPS the certificates from the class and shooting proficiency test.
  3. Toward the end of the DPS application you will be directed to make an appointment with the DPS fingerprint contractor. You must make the appointment this way. You cannot just walk in. The fee is $9.95 but the contractor (Identigo) takes responsibility for getting good, scanned prints to the DPS, and hooking them to your LTC application.
Once you have completed all three of the above steps, by law the DPS has 60 days in which to furnish you with a license. You will be disqualified if you have a felony on your record or a Class A or B misdemeanor within the last five years.

By the way, the License to Carry used to be called the Concealed Handgun License, and that is the way it is known in many other states, but on September 1, 2016, Texas residents also got the right to carry openly if they choose. So the name of the license was changed to License to Carry. It is recognized as a concealed handgun license in more than 30 other states.
Shooting, hunting and firearm competition has been a lifelong hobby, beginning with my first instructor, my grandfather, when I was 5 years old. One of my joys is working with beginners to make them safe but also proficient. So to take my hobby to the next level I became certified as a handgun instructor, home firearm safety instructor and as a Texas DPS certified License to Carry instructor.
I compete in five-stand shotgun competitions on Fort Bliss and other places, and in Cowboy Action matches. I am a graduate of the FBI Citizens Academy, which included a visit to the national FBI Training Academy at Marine Base Quantico; the U.S. Marshal Citizens Academy; the Advanced Defensive Pistol course at Fort Bliss under Lt. Col. Ret. Max Miramoto; and I have had a course on caring for and treating gunshot wounds.
